Each student will take a major piece of legislation passed in the 21st Century and analyze how it made it to the President’s desk for signature. (The piece of legislation may be one that was ultimately vetoed.)
The paper should identify the legislation’s principal proponents (and opponents) both within the Congress and outside. Discuss how the the leadership, committees, and the administration influenced the process. Make special note of any unusual parliamentary maneuvers employed. Drawing upon the readings from The American Congress and the Congress Reconsidered, indicate whether the case you examined supports or refutes the authors’ contentions on how public policy is made.
